Hi! I reinstalled my pc and MTA:SA was on C-drive so i lost it. Can i somehow recover my account and login on this pc? (Also i accidentaly made a new accout which i didnt wanted to)

first of all, that's not how it works
Second of all, how did u forget ur login and password?
Is your lost in game account connected with the forum account? If so, there's a password recovery button at NFSSA login screen. Other than that, sorry, that's your loss. You have to start from scratch.

You are all misstaken i do know the login details this is the account which i cannot login with because there's already an account linked to this pc which i created by mistake.
what then just write the one you remember and i actually dont understand what you are saying since you can easily log onto other acc by just writing other username and password
