Problem with story in media is that you have to, generally write one. And that can be quite challenging. Not to mention those comicbook style cutscenes - someone have to actually draw them, so they would fit the game. So yea, devs could have tried doing this, but writing good story is much harder as it seems. I tried it myself many times, and I don't think I ever succeded.
It's MTA:SA. A multiplayer game. There's no way to create a story mode and keep MP. It's good idea, but it's only a dream.
Actually, there is a lot of online games with storyline. WoW, TES and so on. Yeah, these games are rpg, but they are also mmo. And NFS SA is an mmo too.

Why not? It can be like missions in CS:GO. Some photos with text or cutscene and task like "Win 15 sprints in FWD car" or "Earn 1000 RP in 30 minutes".
It won't be story then
If these pictures would be connected someway, there will be story.
As already has been told, comix are great idea. Stotyline in underground games was presented as comix + they are easy to implement on mmo-like server.

Anyways, to give them that "underground" feeling, comix-vids (vids from comix, ya know) will be required. And this is a thing that MTA doesn't support.
