In case you haven't played NFS: Shift, here's explanation.
In Hot Lap, you are given a certain amount of time (mostly 5 mins, depending the length of circuit) to get the quickest lap time. That said, the leading player would be the one who made fastest lap around the circuit. Players keep racing until timer runs out, that lap which leading car races on (by position, not lap time in this case) will be considered as "Final Lap". The player with fastest lap time, wins the race.
That means the players who finished the race first is required to wait for other players (works as Drift races). After 30 secs remained players will have the race ended automatically.
This kind of race is slightly more challenging than regular Circuit races.
*Note: Hot Lap races may use the existing Circuit/Street-X races too.
