Hello. Is it possible to make a new game mode in the style of cops and robbers?

Racers must pick up and deliver cargo to the base, and the cops have to stop them

This is NFS SA and there hasn't been anything simular to this idea in NFS from what I remember. 
You have cops tho in freerun, so you can have fun with them that way

NFS Undercover had this mode.
