Are you using SAMP? If yes, you have to use MTA:SA instead.

Moved thread into the right section.
Make sure you have a clean copy of GTA San Andreas without any kinds of modifications installed.
Then install MultiTheftAuto from this site: http://mtasa.com/
After installing it, launch the app, click on "Quick Connect" and enter the IP into the bar at the top: 178.33.54.30:20256 then just hit enter or click the connect button next to the bar.
