Try to delete server files at:
Mta folder -> mod -> deatchmatch -> resorcures
Delete this folder. It will keep server settings.
If it won't work, then reinstal mta.
What is your pc specification?
try to push esc, when u see car choice, push arrows to choice car and click select car and YES, all the time by pressing the ESC button. I had the same problem.
