Okay. Before, I asked how to create races and thanks for showing me. Now I have another question.
I saw some guys that created BodyKits, Spoilers, Wheels, etc.
I want to know the program with what they are making these models. If anyone can help me I will be thankfully.
3ds Max from Autodesk is the program they use.
You could also use "Blender" but the stuff you do would need to get converted into 3ds Max to make it compatible with GTA, as I got told.

Okay, thanks. I got it, but there is 1 more thing.
Which version should I get? 2015 ; 2016 ; 2017 or 2018? I saw that 2010 is also good , but I wanna know the best for GTA SA modeling.
You should choose a version/program whose GTA model importing plugins work on.
In Blender you don't have problems with versions, however, the more recent versions of 3DS Max aren't compatible with the DFF plugin, so try to aim up to 2014's version, since those I know they work. (Helomyname, for example, uses Max 2014, Venom uses 2012 and they seem to get no issues, so, aim there.)
Also, deadboy is wrong, you can export a model from Blender directly to the game, as I did it before, however, it can get fiddly sometimes, if you got something wrong with your model. I am 100% guessing, but maybe 3DS Max's DFF plugin is easier to use or gives out less errors.
Either way, with Blender all you gotta do is download it in their site and run it, since it's 100% free, however, that is not the case with Autodesk's 3D Studio Max. It's a very expensive program that is much harder to get and set up, I'm not exactly sure of how you plan on getting it, ahem, but if you wanna dive in into that adventure is up to you. Point is, both softwares are equally capable and well supported for GTA modding, so, don't expect any issues with those two.
There's also other simpler programs like ZModeler2 that are very accessible and are exactly intended for modding games. You can use that as well. Make a research and see which one you like most.
I'm using blender and have a question for @deadboy or @bartek[PL]. Is there a polygons(faces) limit for server? Big Grin
