I was doing a time trial around San Fierro called "Bus station" , I was near the end when the finalle ramp did not work, the collisions are turned off.

windy windy,sometimes if you fast enough at the jump part (near the curve) you able to exit the circuit and do freeroam without auto reset,and always auto resetting when jumping though the curves,if not it will be no laps count until you press reset and back to the part where you jumped
About not allowing you to skip the curves, that was intentional.

you can easily avoid it with good suspension settings
it still can be a bit bumpy there but won't cost you your points
