Bounty is a cost of damage you made to police during chase. It means it's not a way to gain money from it unless you are police cars dealer.

There should be some higher tasks for reaching bounty goals. The current ones are a joke.
Exchanging bounty for some kind of reward is pretty unrealistic, because it's damage you do on the cops.
The only exception would be to unlock some things, but unique performance or body parts got declined already.
