We already have this feature on Transmission category anyway. I don't see the point of making 2 adjustables with a same effect.
Or, if you mean by adjusting effective RPM range for Turbos, no. NFSSA Turbos doesn't work this way.

For vmax and acceleration you have drivetrain settings.
There is no any way to make turbo torque power adjustable. Game just doesn't have turbo and doesn't sup[port any advanced handling settings like this.
AND there is NO WAY to add it.
