So the point of the suggestion to make some kind of tutorial for modeling.
The point of this to make development of new cars/body grades etc. easier.
Basically due to effort that was put into making this tutorial many players could try and make models of their own and suggesting them on forums. So you can waste less time on creating new models from scratch , and just use ready modes or correct them slightly and use , or dont use , whatever.
Although its just  a suggestion.

This has an huge potential to go both ways. Very hard to make it work properly.
But, if it could work, it would be marvelous.

Pros you already told them.
The cons are way too many to be listed in one go. The first one that comes to mind is that once people got their bodykits in the game, they could release it as mods in the back, something which these guys really don't want to see happen. Others is that many low quality (or too high quality, since that's a thing) bodykits would get almost spammed into the forums over and over again, making the "good" ones difficult to spot. It's also hard to turn down people who literally worked for weeks to make a model.
It's very messy work, basically, although very good things could come out of it.
There are lots of tutorials in the internet so you can practice to fulfill your own goals, yet the idea of community mods won't work.
And not to mention people sense of quality disproportions.
If smbdy can tell me what programe is the best for modeling. I hope 1 modeler from NFSSA team will answer, hope so.
3ds max is used by our modellers. Version from 2010-2012 are recommended, because they have compatible plugins to extract gta files.
The freeware program blender would work out as well, used by MatthewChow, who also created already a few body kits for this server.
