Spinnes brought some more fun to server indeed, but sadly, this feature managed to bring some issues too, apparently. Long story short:
1) Go to Accessories shop (yellow one on the map)
2) Visit "spinners" tab.
3) press "Unlock" at any of them
4) Now visit neons.
5) Profit! You can "unlock" neons for bodypoints, except nothing is unlocked and you just waste bodypoint.
edit: credits to someone named Roma, as I just tried to help him when he figured out it's actually a bug.
