Yes, free speech is legal in some countries (example in mine country) but on this server, by the rules of itself, you can't provoke or give hate speech to others.
I think banning him would be too much. Muting him for longer would be better so he can teach some lesson.

He got mute. But did it again. I said to him too much but does not listen me. He did other things too but i dont have screenshots of them. The thing that i want to say he exceeded the server rules and need to get what he deserves.

Or maybe this ideas:
1) Strip him of all of his cars, RP and money or simply delete his account
2) Mute him for much longer than you did before (about +300 minutes)
3) Ban him for, I don't know, 14 days

His account progression has nothing to do with this so better leave it. 5 hours mute is too short. He already got nice long mutes some time ago, something like weeks. He keeps on doing this kind of stuff whenever he's unmuted, so another mute won't be any use. Ban should be a nice option for him, i bet most players who have been here for a long time would agree with that.

I agree with Scaftz, Sardyna and Jamesrobinson, but even if he gets ban and after the ban expires, he would start doing this thing again so the only solution for me if he gets perm banned or ban for 1 year, to see what a real punishment looks like.

I think a ban that long is something no one deserves, no matter what you say or do on this server. Just keep increasing the mute or permanently mute him. You don't need to stop him from being able to play the game... that doesn't make you the bigger men.

While I understand that you're not happy with "Yamato", you don't need to take the case in-game and try to get people to dislike him. Having a forum post about it to degrade his name in public is already bad, but you don't need to advertise for your cause in-game. I'd argue that you should take the case up with an administrator.
