Stop freezing the car when you create a Custom Race. - Ayrton - 26-07-2018
When I host a race, it's frustrating to be stuck on the Custom Race window waiting for players who don't show up. I would like to be able to drive during this time.

As above, it's disabled on purpose.
Enabling it is too risky - can be very exploitable and players could do many unwanted things and bug whole script - there are too many events, triggers and so on in gamemode and it's just impossible to predict every possible situation that players would find immediately after update (know it from experience - already happened many times). Even if, some blocked things in script due o this would be exploitable without bugging like join race loby to disable police pursuit for a while.
