About the happy hour, there is a paragraph in the ingame FAQ, that explains why it takes so long to gain stuff.

A: NFS:SA is a multiplayer gamemode, where you should never unlock new things too quickly and instead your progress will increase slower than in singleplayer NFS games.

Such a happy-hours would give users too big advantages with gaining quickly RP and unlocking pretty much all stuff
