I have an idea on real-player cops vs racers: should it be "Team Escape" style like NFS World? Where racers got 3 "strikes" from race start.
*I think that applies on Team Freerun Pursuit and Team Escape. 
Freerun Pursuit, instead, require racers to survive in a certain time OR stay away from all cops (>100m) for 10 secs.

Also cops are able to deploy spikes which can blow up racer's tires for few seconds. (Alternatively, EMP for jamming down racers for few seconds)

Cops should stay in distance with racers, if they gets too far they'll fail the mission (i.e. if cops stay out of visible racer away over 100m for 10 secs)

Both sides gets a "damage meter"(from HP 2010) which will be totaled if it gets emptied. Racers are able to respawn using "strikes"(as totaling a racer consider as busting him). 

With that cops would be more challenging to hunt racers.

*Regarding too-biased for racer side, would that be a problem? I'd messing with real cops rather than playing with cops myself. (in short, better than nothing)
Because in Hot Pursuit 2010, all cops/racers are randomized and balanced automatically (if total players happens to be odd numbers, 1 extra for racers.)

Conclusion: 
Three kinds of pursuit: Pursuit Outrun(s/p), Team Freerun Pursuit, Team Escape
